GEORGE TOWN  –  Penang Barisan Nasional (BN) is expected to make public its Penang Draft Framework (PDF) before Chinese New Year, barely a month before the Parliament ends its five-year term.

State BN chairman Teng Chang Yeow told theSun the document has been delayed to allow further fine-tuning, given the current uncertain global and regional economic scenarios.

Nonetheless, Teng is confident the PDF will be well received by Penangites who ditched the BN coalition for the Pakatan Rakyat in 2008.

“Once ready, it will be made public and we are confident the public will view it positively,” he said when contacted.

The PDF is the state opposition’s blueprint for development in Penang which Barisan Nasional plans to carry out if it assumes power after the 13th general election.

The framework reportedly will feature eight State Key Economic Areas and eight State Key Result Areas in tourism, affordable housing and transport, among others.

The document is also being streamlined with the federal government’s Economic Transformation Programme.

It is also expected to contain elements of the Greater Penang Master Plan which is developed by the Performance Management and Delivery Unit of the Prime Minister’s Department.

Teng had said that BN, as the ruling party at federal level, should set the agenda for development.

The eight-year development framework is developed by a committee headed by Oxford-trained economist Dr Foo Loo Min.
